Раз у вас мог возникнуть такой вопрос, скорее всего ответ вам не совсем понятен. Во-первых, нужно понимать как работа протокола TCP (а именно он используется для speedtest) может влиять на скорость в зависимости от RTT (round trip time), вот
большая хорошая статья на Хабре по этому поводу.
Во-вторых, в Новой Зеландии сети построены практически по тому же принципу, что и везде по миру, и работает та же физика. Даже оговорки к тарифному плану такие же, как и у других провайдеров по миру (и не забывайте о предлоге "до" - "up to" в указании скорости):
